A major way in which the Policy Framework is developed is by means of Charters. Charters are documents that are created and issued by AAIS to outline policies, standards, and guidelines that enable these services to function well and to be managed effectively. They are evolving documents and so are versioned. Considerable effort has been applied to continuously improve existing charters and to identify and develop new ones to contribute to the policy framework for the AAIS’s activities.
Charters are generally organised into two parts. Part I describes relevant Policies and Responsibilities. Part II of a Charter details Procedures and Best Practices, a consequence of codifying the knowledge and experience gained by working within the policies and responsibilities of the respective charter. For a well-developed charter, it is usual for Part II is much larger than Part I. The ACIS Charter Part II is 10 times the size of Part I. The size and complexity of the Charters has led to the development of some technological responses. For example, ACIS planning is supported by business process models and ACIS attendees will be soon able to use the AAIS Event App.
The diagram below shows the major levels of abstraction of the IPG Model, the location of the Relevant Charters and Development Roadmaps, and the further refinement of the former into a Policy and Responsibilities component and a Procedures and Best Practices component.
